Naomi Otoya (乙矢 尚海 Otoya Naomi? ) is a minor character of the manga series Grand Blue. He is a high school student and the coworker of Iori Kitahara and Sakurako Busujima.

Naomi has shoulder-length blond hair that has bangs covering his forehead, brown eyes and a slight build.

Naomi is a fairly lively person who makes sure everyone has fun while diving.

- Iori Kitahara: Otoya has a lot of respect for Iori, he constantly idolizes Iori as he was first presented to Otoya as an extremely nice person, who doesn't judge others. His respect for Iori and admiration has gotten to the point where Otoya develops feelings for Iori.
- Sakurako Busujima: Respects her, even after rejecting her.

- Chisa Kotegawa: Respects and admires her passion for diving. At first he was suspected to have feelings for her but this claim was later debunked. Iori notes that he and Chisa are similar.

- The name Naomi means "esteem, furthermore, still, yet, more" (尚) (nao) and "sea, ocean" (海) (mi).
- Naomi's surname Otoya means "witty, spicy, chic, second in rank, quaint" (乙) (oto) and "arrow" (矢) (ya).
